About Our Aquatic Council
The HBCU / HSI / Tribal Institutions Aquatics Program is committed to advancing equity, access, and representation in aquatic spaces by supporting Historically Black Colleges and Universities, Hispanic Serving Institutions, and Tribal Institutions. The program connects students, faculty, and community members through collaborative aquatic initiatives, while providing essential resources to sustain and expand existing programs. We actively support current aquatic events and teams, and assist in developing new opportunities such as swim teams, water polo programs, and certification pathways for Lifeguards, Water Safety Instructors, and Trainers. Additionally, we offer consultation on program design and best practices to help institutions build sustainable, successful aquatic programs. We ensure that the communities these institutes support can participate, lead, and thrive in the aquatics world through inclusive engagement and culturally relevant programming.

Aquatics Director at Norfolk State University, Deion leads the program with a focus on inclusive growth, sustainability, and empowering students through aquatic education and community engagement.

Based at Coppin State, Daniel brings expertise in program development and a strong commitment to expanding access, fostering partnerships, and advancing aquatic opportunities across HBCU, HSI, and Tribal communities.
